Guard’s Certificate – Permission to Travel in Railway

Every passenger should purchase a ticket before commencing his journey. However, if he is unable to buy a ticket from the counter due to unavoidable circumstances and wants to undertake his journey, he may approach the Guard or the conductor of the train to obtain his permission to travel in the train in the desired class. The Guard or the Conductor may permit the passenger to board the train and commence the journey on condition that he will pay the fare subsequently. The Guard or the Conductor will issue a certificate in form No. Com. T/246 rev. or Com.P/44 to the passenger is known as Guard Certificate. The passenger is bound to pay his fare during the journey in exchange of Guard Certificate.

Guard Certificate is issued by the Guard or Conductor in the following circumstances

  1. When passenger is unable to purchase a ticket for want of time and intimates the guard before commencing journey, in such cases at stations where platform tickets are issued, only on production of platform ticket Guard certificate can be issued. It can also be issued in absence of platform ticket at stations where it is not sold.
  2. When passenger wishes to continue his journey beyond his booked destination by the same train.
  3. When passenger wishes to travel in higher class of accommodation.
  4. When passenger wishes to travel from an ordinary train to a Mail/Express train or a distance restricted train either at the starting station or en route.
  5. When Military personnel are unable to get their warrants IAFT1752 and IAFT1707 exchanged for tickets at the starting station and informs Guard/Conductor before commencing journey.
  6. When Military personnel are unable to get their military concession certificate IAFT 1720, IAFT 1728 and IAFT 1736 exchanged for tickets at the starting station and inform Guard / Conductor before commencing journey.
  7. When AC equipment fails, Guard Certificate is issued.

Guard Certificate will not be issued in the following circumstances:-

  1. Guard Certificate must not be issued if passenger informs the Guard after commencing journey.
  2. Guard Certificate must not be issued to passenger travelling on unexchanged military warrants and military concession certificates, other than IAFT 1752, IAFT 1707, IAFT1720, IAFT1728 and IAFT1736.
  3. Guard Certificate must not be issued to passenger travelling on unexchanged PTO and concessional certificates.

DISPOSAL OF GUARD CERTIFICATE

Guard certificate is issued in three foils, First foil is Accounts foil, Second is passenger foil and third is Record foil. Record foil is kept as record, passenger foil is given to the passenger where as Accounts foil is sent to CAO/TA at the end of the month. The staff authorised to issue Guard Certificates are not permitted to collect the excess fare, it will be the duty of the staff issuing certificates to ensure that the recovery of Railway dues is made from the passenger who should be made over to the TTE or SM at the first stopping station where there is time for recovery of charges due. Passenger will then be issued EFT on collection of charges due. The machine number of EFT will be recorded on each foil of Guard Certificate.
