There are two main types of wagon labels in Indian Railways: seal labels and bracket labels. Seal labels are used to secure the load, while bracket labels provide information about the wagon and its contents.

Seal Labels: These labels are affixed to the sealing mechanism (like doors or hatches) to ensure that the wagon’s contents haven’t been tampered with during transit.

Railway Receipts are issued under Section 65 of the Railways Act, 1989. This section outlines the circumstances under which a railway administration must issue a receipt when goods are loaded by the person entrusting them or upon acceptance of goods by the railway administration.

In Indian Railways, seal labels and related documents, like seal cards and bracket labels, are typically preserved for the duration of the claim settlement period. This period is generally six months from the date of goods entrustment or delivery, whichever is later.

The Wagon Transfer Register is a record used to track the movement of wagons, and demurrage charges are usually calculated based on the information within this register

Valuable goods should be loaded in the presence of a representative of the Railway Protection Force (RPF) or an authorized officer of the Railway.

Consignments when loaded in wagons should invariably be protected at the doors with dunnage material by the
consignor. The dunnage will consist 12 bags of standard size for 8- wheeled wagons, to be placed 3 on each of flap door.

The bags should be stuffed with suitable material such as crushed sugarcane, paddy husk or straw. The
bags shall be placed in a vertical position side by side so as to fully cover up the flap door crevices.

In wagons which already have a pocket inside the wagon, an extra label should be placed inside this pocket and if that is done there is no need to paste another label on the inside panel;

For wagons containing explosives and dangerous goods, Indian Railways specifically recommends using lead seals with wire shackles. These seals are designed to secure the wagon and prevent tampering. Additionally, special seal cards prescribed for dangerous goods should be used alongside the lead seals. Finally, the wagon should be padlocked with padlocks of galvanized iron. 

A summary of goods loaded in a wagon should be prepared in triplicate (three copies). The original is usually given to the consignor, and copies are kept by the carrier and the railway, according to the Carriage by Road Act, 2007

Riveting of wagons is primarily required to seal and secure the doors of freight wagons, particularly those carrying goods where security is paramount.

User may report the DD Message against the RR until the reporting time expires (which will
be a parametric value in the database and currently is to be fixed as 6 hrs). In other words
user will not be allowed to report DD message after 6 working hours starting from the last
Release Empty time, of the batch of wagons which are placed together for unloading. The 6
Working hours is dependent on station working hours however is independent of station
holidays.

Paste-on Labels.—Before the wagons are closed, Paste-on labels should be pasted on inside panels of the doors on both sides of the wagons. This will facilitate the longing of wagons in case the seal and or bracket labels have gone astray during the run. At the time of unloading the wagon, these ‘Paste-on’ labels should be removed.

A Forwarding Note is executed under Section 64 of the Railways Act, 1989. This section mandates that every person entrusting goods to a railway administration for carriage must execute a forwarding note in a form specified by the Central Government. The purpose of this document is to provide information about the goods being transported and to establish a connection between the person entrusting the goods and the railway

When an escort is permitted with a train-load consignment, a forwarding note and an indemnity note should be executed.

Some wagons may be marked as Non-Pooled Wagons (usually stencilled ‘N.P. ‘ on the wagons) – these are usually some special-purpose high-capacity wagons used by various railways that generally earmarked for some particular operations on that railway or on particular routes.

In filling tank wagon, an air space of not less than 5% of the capacity of the tank shall be left. (2.5% in case of HSD,
