Transhipment involves the transfer of goods from one wagon or train to another during the journey, often necessary due to different gauges, route restrictions, or consolidation of loads.

An unconnected wagon’s consignment should be unloaded within 72 hours if efforts to connect the wagon to its intended destination are unsuccessful. After this period, the goods are unloaded, a description of the unloaded packages is prepared, and one copy is retained

Rate of Wharfage Charge in the case of livestock (booked under goods tariff) will be Rs.5/- per head per hour or part thereof. However, rail customers should remove their livestock from railway premises within 12 hours of their unloading at destination station/goods shed. In case rail customer fails to do so Railway administration may dispose them off in the manner provided in Clause(a) of Sub-section (2) of Section 83 of Railways Act 1989.

When business hours are round the clock, only half of the time between 22:00 and 6:00 is counted for demurrage.

The Demurrage Charge for the first 6 hours is the base rate, which is Rs. 150 per wagon per hour or part thereof. This base rate applies to any detention of a wagon beyond the free time allowed for loading or unloading

Assessment delivery will be granted following circumstances.

• Packages / goods damaged by water.
• Packages / goods damaged by color
• Packages / goods damaged by liquid substances.

Normally, open delivery should be given only when the consignment shows signs of Pilferage and is in a suspicious and defective condition but open delivery may have to be given when there is appreciable difference in weight.

Risk Rate and Owner’s Risk Rate offer different freight options. Under the Railway Risk Rate, the railway takes responsibility for loss or damage (except under specific circumstances) and charges a higher freight. Under the Owner’s Risk Rate, the consignor takes responsibility for certain types of loss or damage in exchange for a lower freight rate.

The rate of Stabling Charge in case of all privately owned wagons, including wagons owned by container operators, will be Rs. 700/- per wagon per day or part of a day. (effective from 01.05.25 and will remain valid for 1 year from this date as per the Railway Board’s Letter – Download )

The rate of Stabling Charge will be uniform for all types of wagons (either BG/MG or 4- wheeler/6 wheeler/8 wheeled/12 wheeler etc.).

When privately owned stock is detained in the private siding or in a railway siding meant for handling such stock, no Stabling/Demurrage charge will be levied.

• Sr.DCMs, in consultation with Sr.DOMs are authorized to grant permission for advance stacking up to a maximum period of five days.
• Permission for advance stacking for period upto 10 days must be granted with the approval of DRM on
  recommendation of Sr.DCM & Sr.DOM, and
• For the period beyond 10 days with the approval of GM on the recommendation of CCM & COM.

Section 2 (11) “demurrage” means the charge levied for the detention of any rolling stock after the expiry of free time, if any, allowed for such detention;

Stations are typically divided into three groups for the purpose of wharfage charges in the Goods Shed. This grouping is used to determine the specific rate of wharfage that will be applied to each station

Wharfage Charge will be levied on per wagon per hour basis uniformly for all types of wagons, whether 4 wheeler or 8 wheeler or any other type.

• Group I   – Rs.150/- per wagon per hour or part thereof
• Group II  – Rs.120/-  per wagon per hour or part thereof
• Group III – Rs.75/-  per wagon per hour or part thereof

Free time for removal of livestock (booked under Goods Tariff) from Railway premises will be as under:

(a) Livestock waiting to be loaded in wagons/rake
3 hours from the expiry of free time for loading of wagons/rake

(b) Livestock unloaded from wagons/rake waiting to be removed from goods shed etc.
3 hours from the expiry of free time for unloading of wagons/rake

Stacking charge will be levied at the rates of Wharfage charge, as prescribed under Para 4 of this Rates Circular and as amended from time to time.

The free time for wharfage charges in Group I Goods Sheds is 12 hours from the expiry of the free time for unloading of wagons/rake. This means that if a consignment is not removed from the Goods Shed within 12 hours after the unloading of the wagons is complete, wharfage charges will be levied.

Group II : 15 working hours from the expiry of free time for loading of wagons/rake
Group III : 72 working hours from the expiry of free time for loading of wagons/rake

Partial delivery is granted as per provisions of Section 82 of Railway Act. On receipt of partial consignment the same will be connected to related invoice will be made available for delivery.

The wharfage charge rate for Group I goods sheds is Rs. 150/- per wagon per hour or part thereof. This rate applies uniformly for all types of wagons, regardless of whether they are 4-wheeled, 8-wheeled, or any other type

Group  I: ₹ 150/- For wagon, per hour or part thereof
Group II: ₹ 120/- For wagon, per hour or part thereof
Group III :  ₹ 75/- For wagon, per hour or part thereof

Railway Premises (Goods Sheds, Stations etc.) will be classified into three groups as prescribed below on the basis of average number of rakes dealt with during the period from 1st January to 30th April.

Group I: More than 12 rakes per month
Group II: 7 rakes to 12 rakes per month
Group III: less than 7 rakes per month

Under Section 76 of the Railways Act, 1989, a Railway Receipt (RR) must be presented to take delivery of goods from the railway administration. The RR must be surrendered before the goods are delivered.

Section 2 (41):  “wharfage” means the charge levied on goods for not removing them from the railway after the expiry of the free time for such removal;
