Core Objective & Implementation
- Purpose: Engagement of M-UTS Sahayaks at busy stations to reduce the need for operating additional physical counters, thereby releasing railway commercial staff to reinforce ticket checking activities.
- Pilot Project Scope: Launched for a period of one year across 5 NSG-1 category stations (not functional beyond 31.08.2026):
- Mumbai CSMT (Central Railway)
- Howrah (Eastern Railway)
- New Delhi (Northern Railway)
- Chennai Central (Southern Railway)
- KSR Bengaluru (South Western Railway)
- Approving Authority: The maximum number of Sahayaks at any station is decided by the Sr. DCM/DCM (in-charge) with the approval of the DRM.
Eligibility & Selection Criteria
- Basic Criteria: The applicant must be a local district resident, at least 18 years of age, and must have passed at least Class 10th.
- Exclusions: Retired railway staff who have been removed or dismissed from service are ineligible.
- Selection Committee: Consists of 2 Assistant/Junior Scale Officers (one from Commercial and one from Accounts), accepted by the Sr. DCM/DCM.
- Order of Preference: First preference is given to retired railway employees (selected via draw of lots if applicants exceed slots). Private individuals are considered only after all eligible retired employees are accommodated.
Financial Terms & Security Deposits
- Earnest Money Deposit (EMD): ₹10,000 for all applicants (adjusted against security deposit for the successful candidate).
- Security Deposit:
- Private Persons: ₹1,00,000 (refundable).
- Retired Railway Employees: ₹20,000 (only the EMD is adjusted as the security deposit).
- Advance Ticket Deposit (ATD): Sahayaks must deposit an advance amount of not less than ₹50,000 per ticket roll.
- Minimum Buffer: A minimum balance of ₹2,000 must be maintained in the ATD account; ticket sales automatically stop if the balance drops below this limit.
Revenue & Bonus Structure
- Bonus Rates: Commission/bonus is automatically credited to the ATD account based on ATVM facilitator rates:
- 3% for journeys up to 150 Km.
- 2% for journeys between 151 Km and 500 Km.
- 1% for journeys beyond 500 Km.
Permitted & Restricted Ticket Types
- Permitted: 2nd Class Ordinary, Mail/Express, Antyodaya, Amrit Bharat, Namo Bharat, Superfast, Platform tickets, Child tickets, and both 1st and 2nd Class Season tickets.
- Prohibited: Reserved tickets (including Sleeper Class and Upper Classes) and any type of passenger concession are strictly prohibited.
- Transaction Facilities: Sahayaks must arrange QR-based UPI payment facilities. They are not allowed to perform Refunds, Cancellations, or Non-Issue (NI) operations (cancellations can only be processed at regular staff-operated UTS counters).
Technical & Operational Rules
- Hardware Liability: Railways provides space, a basic standee/enclosure, and charging points free of cost. The cost of the hardware (Mobile device, Bluetooth thermal printer with 150-ticket roll capacity, and SIM card connectivity) must be borne by the Sahayak.
- Security & Geo-Fencing: The application is regulated by CRIS via Enterprise Mobile Management (EMM). It operates strictly in an online connected mode and utilizes Geo-fencing so tickets can only be issued within the designated station perimeter.
Penalties & Accountability
- Malpractices: Sr. DCM/DCM can impose a penalty of ₹2,000 for the first offense, ₹5,000 for the second offense, and termination/forfeiture of deposits for subsequent offenses.
- Lost/Mutilated Ticket Stock: The Sahayak is liable to pay an amount equivalent to the Superfast Express fare for 4 Adults from the serving station to the farthest point in the database for each lost ticket.
- Supervisory Checks: Mandatory inspections by the Commercial Movement Inspector (CMI) and Traffic Inspector of Accounts (TIA) must be carried out at least once every 10 days to prevent fraud.
